About Panda Express
Panda Express has established itself as America’s largest fast casual Asian dining concept, and the location at 4985 Watt Ave, North Highlands, CA 95660 represents one of nearly 2,500 restaurants that have made this brand a household name across the globe[1][2]. This particular establishment serves as a testament to the remarkable journey that began over five decades ago in Southern California, transforming a modest family-run Chinese restaurant into a fast-food empire that generates billions of dollars in annual revenue.
The story of Panda Express is distinctly American, rooted in the entrepreneurial vision of Andrew and Peggy Cherng, who recognized an opportunity to bring authentic Chinese cuisine to the mainstream market in an innovative fast-casual format[2]. In 1973, Andrew Cherng partnered with his father, Master Chef Ming-Tsai Cherng, to open the first Panda Inn in Pasadena, California, a sit-down restaurant that quickly became a local favorite[1]. The family’s culinary expertise, combined with their business acumen, set the stage for what would become a revolutionary approach to Asian fast food. After successfully operating multiple Panda Inn locations, the Cherngs were approached by real estate developers with an opportunity to open a quick-service concept at the Glendale Galleria mall in 1983[6]. This pivotal moment marked the birth of Panda Express, which was designed to serve customers seeking quality Chinese food in a fast-casual setting.
The North Highlands location at 4985 Watt Ave exemplifies the modern Panda Express experience, offering customers a diverse menu that balances traditional Chinese flavors with contemporary health-conscious options. The restaurant operates as a fast-food establishment that combines the efficiency of quick service with the quality standards that have defined the brand since its inception. As a Chinese restaurant, Asian restaurant, and fast-food destination, this location caters to multiple dining preferences, whether customers seek traditional wok-prepared dishes, noodle specialties, or takeout convenience. The facility functions as both a takeout restaurant and delivery Chinese restaurant, accommodating the busy lifestyles of modern consumers who value speed without sacrificing quality[1].
What distinguishes Panda Express from typical fast-food chains is its commitment to innovation and customer satisfaction. The brand gained legendary status with the introduction of Orange Chicken in 1987, a dish created by former executive chef Andy Kao that has become so iconic that Panda Express now sells nearly 70 million pounds annually, with 50% of customers including it in their meals[3]. This signature item exemplifies the restaurant’s philosophy of creating distinctive, craveable dishes that appeal to American palates while maintaining culinary integrity. The North Highlands location continues this tradition, offering customers access to both the iconic Orange Chicken and other menu items that reflect the brand’s evolution.
The Panda Express at 4985 Watt Ave operates with the same operational excellence and customer-focused philosophy that has guided the company since its early days[2]. The restaurant incorporates advanced systems and training programs that ensure consistent food quality and exceptional service across all locations. Whether customers call +1 916-339-3040 to place an order, visit for dine-in service, or utilize delivery options, they experience the same commitment to excellence that has made Panda Express a trusted name in fast-casual Asian dining. The establishment serves as a Chinese takeaway, noodle restaurant, wok restaurant, and catering option, providing comprehensive solutions for individual diners, families, and businesses seeking quality Asian cuisine. This North Highlands location represents the accessibility and convenience that have made Panda Express ubiquitous across America, bringing authentic Asian fast-casual dining to communities nationwide while maintaining the family values and culinary standards established by the Cherng family over fifty years ago.

Ordered a chicken bowl online and picked it up in the store. My order was ready quickly and was OK. The rice was slightly undercooked and slighly dry, but just slightly, so I couldn't give them a 5 star. Portions are smaller and more expensive, just like most places now. Staff was nice and attentive. There are several urban campers in the area, and overall not a nice place to hang out, but I think that is most of Sacramento.

I came here with my two daughters. The lady that made our food was nice and spoke lordly for me to hear. But the lady Patricia that rang our order up was kind of rude. It’s a little loud in here and she was talking super quiet. So when she asked if I wanted a drink I said water bottle for the kids meal. But then said two sodas. And she scoffed and said very rudely “ that’s what I just asked you “ I’m not sure why she rang it in on one computer then moved two feet to the right to accept payment on another computer. Also not sure why she thought she needed to be snarky and respond in that manner. Apparently it was a lot of work for her to push a button for the drinks. But whatever the case may be. Won’t be coming here if she is to ring us up again.

The portion of meat keeps getting smaller every month and every year. Soon it will be nothing but noodles mixed with cabbage, with just one tiny piece of meat. I’m not sure if this is only happening at this location, but I’ve noticed the same trend at other places as well. It’s really disappointing. This used to be my favorite place to eat, but unfortunately I don’t want to come back anymore.

We placed a catering order here, and everything was absolutely fantastic. The food was delicious, the portion sizes were spectacular, and the service was top-notch. Jose, the employee who helped us, was incredibly nice—he even carried all the food out to my car for me! He took the time to go over the order, leaving me completely confident that everything was correct and well-prepared. We truly appreciate the great service and wonderful food. Thank you, Jose!
